numb_cged uses a deliberately simple numerical environment so that the behavior of the governance method can be observed directly.

The simplicity is intentional. The numbers are not the application. They provide a controlled environment for demonstrating the method.

numb_cged is not intended as an application in itself; its purpose is to make the method observable.

A system being capable of an action does not necessarily mean that action should occur.

numb_cged demonstrates one approach to governing continuity that makes that distinction explicit, deterministic, and reconstructable.

That continuity can then be used to govern what happens next.
